For employment eligibility, they can provide a U.S. Social Security card or a Certification of Birth Abroad issued by the Department of State.

Yes, non-resident aliens have tax responsibilities and must file a return if they are engaged in a trade or business in the U.S. during any time of the year. They must pay taxes on the amount earned after applicable deductions at the same rate as U.S. citizens.
Similarly, even if the non-resident alien is not engaged in a U.S. trade or business, they must file a return if they have a U.S. source of income. Taxes will apply on payment earned that is fixed, determinable, annual, or periodical. No deductions are made on the income and it is taxed at a flat rate of 30% or a lower treaty rate.
